'Serious questions remain': Congress reacts to India-China LAC agreement

NEW DELHI: Congress MP Manish Tewari on Wednesday expressed his 'satisfaction' with the patrolling agreement along the Line of Actual Control (LAC) in the India-China border.

However, he sought a detailed report from the Central government on the current and pre-2020 situation at LAC, stating that the government has not elaborated on the specifics of the Chinese transgressions as the matter has never been discussed in Parliament.

"If there has been forward movement with China, that is extremely satisfying and satisfactory. However, there are very serious questions that remain. What exactly was the pre-2020 situation? That has not been elaborated by the government because it has never really come before the Parliament for a discussion on the Chinese transgressions," Manish Tiwari told news agency ANI.

The remarks came after the ministry of external affairs (MEA) announced that an agreement had been reached regarding patrolling arrangements along the Line of Actual Control (LAC) in the India-China border area.

"This agreement is the outcome of extensive discussions over the past several weeks with Chinese interlocutors at both diplomatic and military levels," foreign secretary Vikram Misri had said.

He also referred to a paper written by a senior IPS officer in January 2023, which mentioned that India has lost access to 26 out of 65 patrolling points from Karakoram Pass to Chumar, and questioned whether access to those points has been regained now that an agreement on patrolling has been reached.

He also sought clarification on the resolutions mentioned by the Chinese side, whether they are written or oral, and whether they refer to the resolution of a conflict situation or a disagreement.

The tensions between India and China along the LAC escalated in June 2020, leading to casualties on both sides. Since then, the two countries have held multiple rounds of military talks to resolve the matter.

Prime Minister Narendra Modi is set to hold a bilateral meeting with Chinese President Xi Jinping in the Russian city of Kazan on the sidelines of the BRICS Summit, marking the first formal interaction between the two leaders in five years.
