Haryana assembly elections 2024: Schedule, constituency list, political alliances

NEW DELHI: Haryana Assembly is all set to go to polls for a single phase on October 1, 2024, and the results would be out on October 4, 2024.

The state has 90 assembly seats including Kalka, Panchkula, Naraingarh, Ambala Cantt, Ambala City, Mulana (SC), Sadhaura (SC), Jagadhri, Yamunanagar, Radaur, Ladwa, Shahbad (SC), Thanesar, Pehowa, Guhla (SC), Kalayat, Kaithal, Pundri, Nilokheri (SC), Indri, Karnal, Gharaunda, Assandh, Panipat Rural, Panipat City, Israna (SC), Samalkha, Ganaur, Rai, Kharkhauda (SC), Sonipat, Gohana, Baroda, Julana, Safidon, Jind, Uchana Kalan, Narwana (SC), Tohana, Fatehabad, Ratia (SC), Kalanwali (SC), Dabwali, Rania, Sirsa, Ellenabad, Adampur, Uklana (SC), Narnaund, Hansi, Barwala, Hisar, Nalwa, Loharu, Badhra, Dadri, Bhiwani, Tosham, Bawani Khera (SC), Meham, Garhi Sampla-Kiloi, Rohtak, Kalanaur (SC), Bahadurgarh, Badli, Jhajjar (SC), Beri, Atel, Mahendragarh, Narnaul, Nangal Chaudhry, Bawal (SC), Kosli, Rewari, Pataudi (SC), Badshahpur, Gurgaon, Sohna, Nuh, Ferozepur Jhirka, Punahana, Hathin, Hodal (SC), Palwal, Prithla, Faridabad NIT, Badkhal, Ballabgarh, Faridabad, and Tigaon.

Schedule
The counting of votes for the assembly polls in Haryana will be taken up on October 4. The last day to file the nominations of Haryana will be September 12. The date of scrutiny of the nominations is September 13. The last date for the withdrawal of candidatures will be September 16.

The term of the Haryana Assembly is due to expire on November 3, 2024.

Major political parties and alliances
The major political parties that voters need to see are BJP , Congress, JJP- ASP alliance and BSP-INLD alliance. The Congress, part of the INDIA bloc, is likely to fight the Haryana Assembly polls on its own.

After the 2019 elections, the BJP, with 40 seats, formed a coalition government with the JJP but earlier this year, they broke the alliance.

After they broke the alliance, Manohar Lal Khattar resigned as the Chief Minister and later, Nayab Singh Saini was sworn in as the new Chief Minister on the same day.

Few days back, Jannayak Janta Party (JJP) had allied with Azad Samaj Party (Kanshi Ram).

The alliance will contest on all 90 Assembly constituencies in Haryana with JJP competing on 70 seats while ASP on 20.

"Out of 90 seats, JJP to contest on 70 seats and Azad Samaj party on 20 seats," said JJP leader Dushyant Chautala.

This year, two other parties also made an alliance. The Indian National Lok Dal ( INLD ), which is led by former Haryana chief minister Om Prakash Chautala, again joined hands with its former ally BSP for the state assembly polls in July.

The alliance leaders have decided to project INLD leader and MLA Abhay Chautala as its chief ministerial face.

Candidates
Till now, only BSP has announced its candidates list for the upcoming Haryana assembly election. BSP announced four candidates in its first list for the polls. The list was released to the media by Haryana BSP president Dharampal Tigra.

According to the list, Darshan Lal Kheda has been fielded from Jagadhri, Gopal Singh Rana from Assandh, Harbilas Singh from Naraingarh, and Thakur Uttar Lal from the Ateli seat.


What happened in 2014 and 2019 election results

In last elections in 2019 BJP won 40 seats in Haryana Assembly poll, Congress logged victory on 31 seats, while JJP got 10 seats. Looking at the hung results, the BJP garnered the support of Dushyant Singh Chautala led JJP to form the government in state.

In the previous election in 2014, the Bharatiya Janata Party had won a majority and ended the 10-year rule of the Congress government in the state and Manohar Lal Khattar became the Chief Minister.

Poll preparedness for Haryana assembly

The Chief Election Commissioner, Shri Rajiv Kumar, along with Election Commissioners Shri Gyanesh Kumar and Dr. SS Sandhu, conducted a thorough review of the poll preparedness for the upcoming Assembly Elections in Haryana at Chandigarh. The State Assembly's term in Haryana is set to expire on November 3, 2024, and elections are scheduled for 90 Assembly Constituencies (73 General; 17 SC) in the State.

During the Commission's two-day review visit, representatives from national and state political parties, including Aam Aadmi Party, Bharatiya Janata Party, Communist Party of India (Marxist), Indian National Congress, Indian National Lok Dal, and Jannayak Janta Party, met with the Commission to discuss various issues. The main concerns raised by the political parties included the conduct of free and fair elections, deployment of adequate central forces in sensitive polling stations, updating the electoral roll, improving facilities for elderly and women voters, changing the location of party polling desks, accessibility of election Observers, timely sharing of voter lists, advance intimation for home voting, and increasing the expenditure limit for candidates.

The Commission acknowledged the suggestions and concerns raised by the political parties and assured them of its commitment to conducting free, fair, participative, inclusive, peaceful, and inducement-free elections in the state. Political parties were encouraged to actively participate in the ongoing second Special Summary Revision process to update the electoral rolls before the elections.

For the first time in Haryana's State Assembly Elections, Senior Citizens over 85+ years and Persons with Disabilities (PwDs) with a 40% benchmark disability will have the option to vote from the comfort of their homes. This Home Voting facility is optional, and if an elector chooses to visit the polling station physically to cast their vote, necessary assistance will be provided. The application form 12D is distributed and collected by the Booth Level Officer (BLO) within 5 days of the notification from such electors who opt for this facility and deposit it with the Returning Officer. The entire process is videographed, and representatives of political parties/candidates are always involved in the home voting process.
