Man agrees to 'rare' surgical castration after raping teen girl and getting her pregnant

A man has agreed to have an "extremely rare" physical castration after he pleaded guilty to raping a 14-year-old girl and getting her pregnant.

54-year-old Glen Sullivan Sr, from Lousiana, was sentenced to 50 years in jail after he admitted to four counts of second-degree rape after he confessed he raped the victim "multiple times."

An investigation launched on July 22 by Livingston Parish Sheriff's Office discovered the teenager had admitted to her mum Sullivan raped her and it was later discovered she had got pregnant. A DNA test found that Sullivan was the dad.

Louisiana law passed in 2008 states if a man was convicted of certain rape offences, he may be sentenced to chemical or physical castration.

'I felt that this case was a strong enough case and warranted such action,' Assistant District Attorney Brad Cascio told WBRZ.

This means Sullivan will have his testicles removed after Sullivan agreed to the physical castration which was also part of a plea agreement It also reduces testosterone production in a man, the National Library of Medicine states.

"'I want to say I've had three people ordered to be chemically castrated but, to my knowledge, this is the first physical castration to be ordered," Mr Cascio said.

According to The Department of Corrections who are normally responsible for the procedure, physical castration is 'very rare.' "It has to be done no later than one week prior to his release, so they could do it immediately or they could wait," Mr Cascio added.

This could mean that the peadophile might not be castrated until a week before the end of his sentence, when he will be more than 100.

"Sex crimes against juveniles are the most malicious crimes we prosecute,' Mr Cascio said. "I intend on using every tool the legislature is willing to give us, including physical castration, to seek justice for the children in our community." The victim went on to raise the child who is 'alive and healthy", he added.

A state proposed a bill on Tuesday to allow convicted sex offenders who commit a crime against a victim under the age of 13 to be surgically castrated. Baton Rouge Democrat Sen. Regina Barrow said the bill would order surgical castration on offenders who committed an aggravated sexual offence.

At the moment, the bill allows for judges to order chemical castrations for some sex offenders. "It's something that I know the impact it leaves on an individual when this crime is committed,' Mr Barrow said.

"My hope is in the process if individuals that, when they’re giving their testimony, that the judge is able to see through the aspects of the case and maybe not sentence that person to actually having the surgical castration, " she added. The Senate approved the bill by a vote of 29-9 and it has now moved to the House.
